Expertise et expérience

Le ‘développement durable’ est mon domaine d'expertise et l'environnement (y-compris le changement climatique) ma spécialité. Et toujours en relation avec le ‘Global South’. Dans ce cadre, je peux présenter des références pour les types de missions suivantes. 

Préparation des politiques (POL)
Au cours de ma carrière professionnelle, j'ai régulièrement été très proche des ‘decision-makers’. Ma tâche était notamment de préparer avec des collaborateurs des projets, des notes et des instruments politiques, de sonder les parties prenantes et de négocier au niveau politique. L'anticipation, la vision à long terme et l'empathie constituent autant de qualités essentielles dans ce cadre pour atteindre un objectif. 

Accompagnement des processus participatifs (PART)
En parallèle à modération interactive de colloques et de séminaires, j'ai également assuré le suivi de processus au sein desquels la participation des parties prenantes constituait un élément central. La création d'un cadre de travail est essentielle pour le traitement des décisions à moyen terme. La clé du succès, c'est la conception concertée (‘co-design’). 

Monitoring et Évaluation (M&E)
L'application et le développement de méthodes, de techniques et d'instruments en vue du monitorage et de l'évaluation figurent actuellement parmi mes missions principales. Le sujet (produit, processus, programme) et le délai (ex-ante, ex-interim, ex-post) peuvent s'avérer parfois très différents. 

Peer Review (PR)
Le concept général de ‘peer review’ des pays (ONU, OCDE, …) dans le cadre du développement durable, m'est familier depuis longtemps. Et notamment en matière de ‘Stratégies Nationales de Développement Durable’. Ces dernières années, j'ai régulièrement été de près ou de loin régulièrement impliqué dans ces stratégies, de près ou de loin. Parfois, le sujet de ce ‘peer review’ était spécifique. 

Analyse de la Durabilité dans le Cycle de Vie (ADCV)
Il y a des anées, j'ai moi-même été un pionnier dans le développement et l'application de la méthodologie de l'analyse du cycle de vie sous l'angle environnemental (fin des années 80 et début des années 90) et de l'élargissement de ce concept au développement durable (de la deuxième moitié des années 90 à aujourd'hui). Ces travaux ont à chaque fois donné lieu à une publication. Cette contribution au développement de la LCA reposait sur des recherches méthodologiques, illustrées par différentes études de cas. Aujourd'hui nous avons atteint un point où nous pouvons dire ADCV = E-LCA + S-LCA + LCC.

Responsabilité Societale (des Enterprises) (RSE)
Tout commence avec l'inclusion de la responsabilité sociale, en tant qu'individu mais aussi en tant qu'organisation. Ce dernier terme est de plus en plus utilisé à la place de ‘l’entreprise’ pour indiquer que les gouvernements, les ONG, les établissements d'enseignement, etc. devraient eux aussi inclure leur responsabilité sociale. ISO 26000 - Lignes directrices relatives à la responsabilité sociale pour s’y conformer et les Lignes Directrices de la Global Reporting Initiative (GRI) pour y faire rapport de façon transparente, sont idéales pour cela. Ainsi, mon expertise et expérience ont appris.

Conseil stratégique (SA)
Les entreprises représentent un facteur essentiel du ‘moyen’ ‘économie’ permettant de parvenir à un développement durable. Celles qui accordent une grande importance à la gestion intégrée de la chaîne, en tenant compte des externalités de nature environnementale, sociale et économique, renforcent leur positionnement à moyen et long termes. Ces dernières années, j'ai été de plus en plus impliqué dans ces processus, parfois par le biais de fonds d'investissement (publics). Et la responsabilité sociétale des entreprises n'y est jamais très éloignée, n’est-ce pas ?

POL - Onderzoek en analyse van de megatrend ‘toenemende schaarste van belangrijke grondstoffen’ en de impact van deze trend op het behalen van de Sustainable Development Goals (SDGs)

Deze opdracht werd mede onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw uitgevoerd. Het bestond erin na te gaan wat het risico is op negatief of positief effect op het realiseren van de SDGs in België als grondstoffen zoals metalen, aardolie en zand, evenals bodem voor gebruik, schaars worden. Winter 2018 - Herfst 2018.

LCSA and POL - Life cycle assessment (LCA) in policies, with a focus on sustainable/green public procurement

The aim of the work was to carry out a desk research assignment on the status of usage of Life Cycle Assessment and other related tools in policies worldwide. The research shall identify all policies relevant to LCA and have a special focus on sustainable/green procurement policies. The work was assigned by UN Environment (Life Cycle Initiative). Spring 2018 - Summer 2018.

POL - Évaluation de la politique fédérale des engagements pris dans le cadre de l'agenda à l'horizon 2030 des Nations Unies

Avec l'Institut de Conseil et d'Études en Développement Durable asbl (ICEDD asbl) dans le lead, en collaboration avec l'Institut pour le Développement Durable (en Néerlandais: Instituut vóór Duurzame Ontwikkeling vzw, IDO vzw), le présent porte sur une évaluation de la politique fédérale belge au regard des engagements pris par la Belgique en adoptant les Objectifs de développement durable 2015-2030 des Nations Unies (SDGs). Plus spécifiquement il s’agit de mesurer l’écart entre, d’une part les engagements et projets des autorités fédérales (ministres et services publics fédéraux) identifiés comme relevant d’une démarche de développement durable, et d’autre part la situation souhaitée en 2030 telle qu’elle est décrite au travers des SDGs. Printemps 2017 - Été 2017.

SA - Naar een nieuwe industrialisering van en voor de metaalsector (update)

De data over het profiel van de metaalsector in België en Europa, een opdracht vier jaar geleden uitgevoerd, mede onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw, op vraag van ABVV Metaal, werden geactualiseerd. Kleinere aanvullingen op het rapport werden ook voorgesteld in voorbereiding van hun volgend vierjaarlijks congres. Winter 2016 - Lente 2017.

POL, PART, SA - Stad Brugge Klimaatneutraal tegen 2050

Deze opdracht werd mede onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw uitgevoerd. Het bestond er in het begrip 'klimaatneutraliteit' te definiëren, een vergelijking te maken met andere centrumsteden in Vlaanderen, interactie op te zetten met locale stakeholders en te onderzoeken wat de mogelijkheden zijn in de tertiaire sector. Het was een onderzoek voor en een ondersteuning van de werkzaamheden van het Klimaatforum van de Stad Brugge. Winter 2015 - Lente 2016.

POL, SA, EDU for SD - Agro-ecologie als hefboom voor educatie voor duurzame land- en tuinbouw

Er werd meegewerkt, onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw, aan dit project met het Instituut voor Landbouw-, Visserij- en Voedingsonderzoek (ILVO) in de lead (en i.s.m. met IdeaConsult). Er werd gezocht naar een referentiekader voor agro-ecologie, de noodzakelijke competenties voor land- en tuinbouweducatie op verschillende niveaus werden uitgediept, formele/non-formele/informele educatie werd onderzocht en beleidsaanbevelingen (ook in een breder kader) werden geformuleerd. Lente 2015 - Lente 2017.

SA, CSR, LCSA, PART - Toetsing van tweedehandsactiviteiten

Mede onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw, werden op vraag van Oxfam Solidariteit, Departement Tweedehands, de resultaten van onderzoek over drie punten gerapporteerd: 1) Wat is de plaats van tweedehandsactiviteiten binnen de context van duurzame ontwikkeling?, 2) Wat zijn de vermeden ecologische en sociale kosten door de aankoop en het gebruik van tweedehandsproducten? en 3) Waar kan het Departement Tweedehands beter doen op het vlak van duurzame ontwikkeling ? De resultaten zullen worden gebruikt om campagnes verder inhoudelijk te onderbouwen. Ze werden eveneens voorgesteld in het Nederlands en het Frans aan de vrijwilligers in de tweedehandswinkels. M&E, CSR - Ontwikkeling van een kwetsbaarheidsinstrument voor bedrijven

Deze opdracht werd, mede onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw, eveneens uitgevoerd op vraag van ABVV Metaal. Het is de uitwerking van een strategische aanbeveling: ontwikkel en gebruik een instrument om de specifieke kwetsbaarheid van ondernemingen te evalueren. De resultaten kunnen worden gebruikt in de ondernemingsraad van bedrijven om strategische beslissingen te nemen. Lente 2014 - Winter 2015.

SA - Naar een nieuwe industrialisering van en voor de metaalsector

Deze opdracht werd, mede onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw, uitgevoerd op vraag van ABVV Metaal. Naast het duiden van de betekenis/noodzaak van een kringloopeconomie binnen een context van duurzame ontwikkeling, werd het economische, sociale en ecologische profiel van de metaalsector in België/Vlaanderen geschetst. Een duurzame SWOT-analyse én een specifieke kwetsbaarheidstoets legde de basis om meer concrete maatregelen voor te stellen die de vakbond zelf kan uitvoeren, vragen aan de overheid of met meerdere stakeholders kan opnemen. Ook MLT-processen werden voorgesteld. Het eindrapport is opgeleverd en samengevat; nu wordt het nog toegelicht tijdens een aantal gelegenheden. Herfst 2012-zomer 2013.

POL, PART, M&E, CSR - Duurzame evenementen

In opdracht van de Programmatorische Overheidsdienst Duurzame Ontwikkeling werd onder de vleugels van het Instituut vóór Duurzame Ontwikkeling vzw een kernset van sleutelindicatoren ontwikkeld om evenementen (zichzelf) te laten screenen op duurzaamheid. Hierbij werd vertrokken van het opnemen van maatschappelijke verantwoordelijkheid door evenementen zoals uitgedrukt door ISO 26000, GRI Richtlijnen en de ISO 20121. Deze laatste internationale standaarden focussen op evenementen. Vanzelfsprekend werd rekening gehouden met de reeds bestaande nationale/regionale initiatieven, die evenwel vooral op de milieudimensie van duurzame ontwikkeling zijn gericht. Winter-lente 2013. 

M&E - UNEP 'GAP Forum'

The ‘Global Atmospheric Pollution Forum’ is to be seen as overarching initiative which is – inter alia - financially supported by Sida. The purpose of UNEP’s Project was to strengthen inter-governmental networks at the regional scale, to harmonize technical systems, information and assessment processes within and between regions and capacity-building based on them and to promote consensus among stakeholders to underpin emergence of regional, hemispheric and global action. The overall objective of the Project was “to produce a step change in the capacity to reduce the impact of air pollution in developing countries through the enhancement of scientific, technical and political capacity and institutions at the regional and inter-regional.” The ‘Review of Outcomes to Impacts (ROtI)’ method was used and an ‘impact pathway‘ analysis has been developed to assess the outcomes, intermediate states and impacts the Project is contributing to and to evaluate it gainst its success in achieving these. The evaluation covers the period 2007-2010. The evaluation was assigned by the UNEP Evaluation and Oversight Unit in Nairobi (Kenya). Winter-Summer 2012.

CSR, PART and SA - Social responsibility in government organizations through ISO 26000 and GRI

The Belgian federal authorities, via their Public Planning Services (PPS) for Sustainable Development, took the lead to launch a pilot project for governmental organizations. Four public authorities showed their willingness to participate, The Federal Public Services (FPS) Finance, Social Security, Economy and the PPS Sustainable Development itself. The four participating administrations are quite different, already by their respective size. Goal of this pilot project was to support and give guidance to the four participating administrations in the implementation of the ISO 26000 directive as well as the release of a report based on the Global Reporting Initiative (GRI) directives. Undersigned was one of the coaches in the Sustenuto team. The final report has been published in English, French and Dutch. Summer 2011 – Spring 2012.

POL - Hernieuwbare energie: kwaliteitsgarantie voor de consument

De Europese richtlijn 2009/28/EG vergt een omzetting in nationaal recht, ondermeer voor wat betreft het artikel 14 § 2. Het betreft de kwaliteitsborging van “apparatuur en systemen voor gebruik van verwarming, koeling en elektriciteit op basis van hernieuwbare energiebronnen”. In opdracht van de federale overheid, DG Leefmilieu, werd juridisch en technisch nagegaan hoe de omzetting het best zou kunnen gebeuren. Hiervoor werd samengewerkt met een jurist. Winter-Lente 2012.

MVO en SA - Duurzaam ondernemen zichtbaar en doenbaar maken in Vlaanderen

Dit VIONA-onderzoek werd in opdracht van de Vlaamse Overheid - Departement Werk en Sociale Economie uitgevoerd in een samenwerkingsverband met HOWest. De 'vertaling' van ISO 26000 - Richtlijn voor maatschappelijke verantwoordelijkheid van organisaties en GRI - Richtlijnen voor duurzaamheidsverslaggeving was de kern van de opdracht.

MVO, PART en SA - Duurzaam en transparant ondernemen (2)

De verderzetting van de tweede fase van dit ESF-project (zie hieronder voor de eerste fase) werd in opdracht van de Vlaamse Overheid - Departement Werk en Sociale Economie uitgevoerd. Deskresearch, studiebezoeken en peer reviews brachten een uitdieping van interessante voorbeelden uit andere Europese landen/regio (DK, AT, NL, UK, CAT, F, D). De opdracht werd afgesloten met een exchange event. Vanuit deze studie- en begeleidingsopdracht werden beleidsaanbevelingen geformuleerd en voorstellen van pilootprojecten. Werkgeversorganisaties waren nauw betrokken bij dit ESF-project. Zomer 2011 - Winter 2012.

LCSA - Handleiding voor de toepassing van LCC in (duurzame) overheidsopdrachten

De aankoop van een product, dienst of werk gaat altijd gepaard met een prijs die ervoor betaald wordt. Voor een overheid is de aankoopprijs echter maar één kostelement in het hele proces van kopen, gebruiken, beheren en verwijderen. Een levenscycluskost ('Life Cycle Cost') – voor een overheidsdienst - is een raming van alle kosten gekoppeld aan de levenscyclus van een product, dienst of werk die rechtstreeks betaald worden door een overheidsdienst met inbegrip van de externe effecten waarvan voorzien is dat ze in de nabije toekomst zullen worden geïnternaliseerd. Deze handleiding geeft aan hoe tewerk kan worden gegaan zowel op technisch als juridisch vlak. Bijhorend werd een internationale software tool (incl. handleiding) naar het Nederlands en het Frans vertaald. Lente 2011 - Herfst 2011.

M&E - UNEP-DTIE 'Resource Panel'-project

The International Panel for Sustainable Resource Management, is an overarching UNEP-DTIE initiative which is - inter alia - (financially) supported through EC Grant Agreements. The ‘Review of Outcomes to Impacts (ROtI)’ method was used and an ‘impact pathway‘ analysis has been developed to assess the outcomes, intermediate states and impacts the Project/Initiative is contributing to and to evaluate it gainst its success in achieving these. The evaluation covers preparation (‘establishment of the Resource Panel’) and the implementation of the Project over the period 2006-2009. It has taken place while the Project is still ongoing (2010) and intends to continue for the next couple of years. The evaluation was assigned by the UNEP Evaluation and Oversight Unit in Nairobi (Kenya). Summer-Autumn 2010.

MVO, PART en SA - Duurzaam en transparant ondernemen (1)
Als eerste fase van een project bij de Vlaamse Overheid - Departement Werk en Sociale Economie, werden via deskresearch interessante praktijkvoorbeelden, methodieken en instrumenten in kaart gebracht in andere 10 EU-lidstaten en een regio. De in het onderzoek voorgestelde selectie moet in een volgende fase meer in de diepte worden onderzocht. Daarbij moet worden nagegaan in welke mate deze buitenlandse initiatieven van 'maatschappelijk verantwoord ondernemen' kunnen gebruikt worden op (haalbaarheid) of van toepassing zijn voor de Vlaamse arbeidsmarkt of ingebed kunnen worden in het Vlaamse werkgelegenheidsbeleid. Werkgeversorganisaties zijn nauw betrokken bij dit ESF-project. Zomer 2010.

Moderation of an EU Workshop, organised by BIM-IGBE (Belgium), and an EU Stakeholder Meeting, organised by BIO Intelligence Service (France), on ‘The review of the Thematic Strategy on the sustainable use of Natural Resources’. March and June 2010.

PR and EDU for SD - Lectoraat 'Water & Duurzaamheid'
Externe beoordeling van het lectoraat Water en Duurzaamheid - Hogeschool Zeeland (Nederland). Een externe evaluatiecommissie werd ingesteld voor de beoordeling van het lectoraat Duurzaamheid en Water. De externe beoordeling van het lectoraat Water en Duurzaamheid maakt deel uit van de in het Brancheprotocol Kwaliteitszorg Onderzoek (BKO) opgenomen afspraken met betrekking tot de kwaliteitszorg van onderzoek in het HBO. De commissie had tot taak de kwaliteit van de onderzoekseenheid te toetsen op de uitgangspunten van het kwaliteitszorgstelsel van de Hogeschool Zeeland. Winter 2009.

SA - Advise to 'Cycle Capital Management'
SA – Venture Capital Fund ‘Cycle Capital’ meets Belgian enterprises - preparation and follow-up. As a members of Sustainability Experts Committee of Cycle Capital Management insight is given into global trends and networks are used for the benefit of their investment professionals and their investee companies. June 2009.

PR - Assessment of the TNA in Chile
Assessment of the preliminary results of the technology needs assessment (TNA) on adaptation and mitigation to climate change in Chile. Assignment by GTZ, Germany, in support of Corfo, the Chilean Economic Development Agency. The aim of the mission was multiple: to assess the preliminary results of the TNA during a closed workshop; to attend the launch of a new Centre for Renewable Energy; to interact with (different parts of) the administration on the TNA; to lecture at the principal university of Santiago de Chile. August 2009.

EDU for SD - Advisory role at RCE-SNS

In this role April 2009 till 2014) advice is given to the director/coordinator on programme development, structuring the governance, preparing dossiers for funding, etc.The RCE Southern North Sea is part of a global network of Regional Centres of Expertise (RCE) for Education for Sustainable Development, set up in response to the UN Decade of Education for Sustainable Development (DESD 2005-2014). The main purpose of such centres is to promote Education for Sustainable Development (ESD) and to conduct research into this subject, by translating the DESD objectives into objectives which are adapted to the community in which they operate.

M&E and PART - Environmental screening tool
Development and testing of a screening tool for environmental effects in the VECO South programme. Assignment by Vredeseilanden (VECO): matrix and manual. This manual is meant as guidance for using the ‘Matrix for involved chain actors’. Matrix and manual are forming together a screening tool for looking at possible environmental effects due to a particular agricultural chain within the context of the VECO South programme. The development of the screening tool has been going through an interactive co-design process with the representatives of VECO in developing countries. Spring-Autumn 2009.

LCA - Reducing the carbon footprint from food.
Technology Transfer for reducing the carbon footprint. The example of cleaner technologies for food processing. Consultancy in subcontract for the assignment by UNEP-DTIE. In this feasibility study attention has been paid to the environmental burdens from food processing in developing countries (cf. the supply side), by linking figures related to the consumption in developed countries (cf. the demand side): it shows an important contribution to environmental problems such as climate change, deforestation etc. In particular the drying process of cash crops seems to contribute considerable to the carbon footprint of the consumer products (coffee, tea, rice,). Therefore different types and sizes of solar dryers have been developed over the past decades. Summer 2008 - Winter 2009.

M&E and PART - Indicators for technology transfer
Developing and testing a set of performance indicators to monitor and to evaluate the effectiveness of the implementation of the technology transfer framework of the UNFCCC. Assigment by the UNFCCC Secretariat. During the assignment, taking up the role of coordinator and co-lead author in a consultancy team, the basis was drafted for 4 different reports of the UNFCCC Expert Group on Technology Transfer to SBSTA and SBI. The work can be characterised as 'participative co-design process'. Spring 2008 - Autumn 2009.
